But his administration also wants stronger rules for colleges that operate for profit. Career colleges receive billions of dollars from taxpayers through student loans. The Education Department says some of that goes to waste and leaves students in debt for educations of little or no value. To receive federal aid, career colleges must prepare students for what the law calls "gainful employment" in a recognized occupation. Two tests are proposed to see if they do.One would measure the relationship between debt loads and how much students earn after they complete a program. The other would measure the rate at which all students repay their loans, whether they complete the program or not. Programs that fail these tests could be restricted or blocked from federal student aid. The Education Department says for-profit colleges and training programs are important. In two thousand eight they had close to two million students -- nearly three times more than in two thousand. Last year, the five largest received more than three-fourths of their money from federal student aid. And that amount did not include other forms of government aid. On September 17, 2009 the House passed HR 3221, The Student Aid and Fiscal Responsibility Act. This bill will transform the way student loan programs operate by boosting federal loan rates across the board, including a $40 billion increase in the PELL Grant Scholarship program. It will keep interest rates low and make loan application forms simpler to understand and complete, doing away with the cumbersome paperwork that now makes applying for aid such a daunting task. The measures included in the Student Aid and Fiscal Responsibility Act that will allow more students in Upstate New York to receive a higher education And will save taxpayers $87 billion over ten years by switching to the cheaper Direct Loan program, according to the Congressional Budget Office. In addition to investing in college aid, this legislation will also direct $10 billion in savings back to the US Treasury to help pay down the deficit.

Purdue launches $304 million drive for scholarships, programAug 18, 2010
Starting this fall, new students enrolling at Purdue University will benefit from a $304 million campaign called Access and Success that will expand student aid and programs, President France A. Córdova announced Wednesday (April 9). The fund drive and internal reallocations will expand the university's student aid contribution to at least $77 million annually. Campus Progress is working to highlight disturbing practices at some for-profit colleges across the country. For-profit schools currently serve 10 percent of US students but account for 25 percent of federal student aid—and 44 percent of student loan defaults. While there are some quality programs at for-profit schools, too many for-profit programs are marked by skyrocketing tuition, high dropout rates, and insurmountable debt for many students. The Department of Education has proposed regulations to enforce current laws that require programs, like those offered at for profit colleges, to prepare students for "gainful employment." After you submit the FAFSA, a Student Aid report will be sent to you with your Expected Family Contribution (EFC) number. The EFC measures a family's capacity over time to absorb educational costs and determines what type of aid eligibility you may receive, such as loans, grants, federal work-study and some scholarships. Your EFC is subtracted from the Cost of Attendance to the university (this includes direct and indirect costs) and the difference is your Financial Need.
